Language Access Implementation Status Survey: December 30, 2022

Welcome! Your input is very valuable to us, and we sincerely appreciate your efforts to advance Language Access at the NIH! This submission form should be used to update the Office of Equity Diversity and Inclusion about instrumental steps taken to implement your IC’s Language Access Plan, as well as any areas that your IC has been unable to address. This submission form requires that a response be provided for every element outlined in the plan. If the IC has not taken action to implement an element, it is requested that the IC provide an explanation. The information submitted will assist EDI in identifying and assessing the needs of the IC’s as well as best practices for implementation. Element 1: Assessment of Needs and Capacity

This overarching element encompasses what will be addressed throughout the assessment phase of the Plan. In this section use the Action Items in Element 1 of the NIH LAP to guide your response. Please note that your IC will have already addressed some of the Action Items outlined in Element 1 as part of your needs and capacity assessments.

Element 2: Oral Language Assistance Services

Provide oral language assistance services to help ensure meaningful access to LEP individuals, affording them an equal opportunity to participate in the services, activities, and programs administered by the NIH.

Element 3: Translation of Written Materials

Identify, translate and make accessible in various formats (including print and electronic media) vital documents in languages other than English, in accordance with assessments of needs and capacity conducted under Element 1.

Element 4: Policies and Procedures

Develop and implement regularly update written policies and procedures that help ensure individuals with LEP have meaningful access to agency programs and activities.

Element 5: Notification of Availability of Free Language Assistance

Inform individuals with LEP that language assistance is available at no cost to them.

Element 6: Staff Training on the Provision of Language Assistance

Provide employees with training, as necessary, to help ensure that appropriate staff understand and can implement the policies and procedures of the NIH Language Access Plan and each IC Implementation Plan.

Element 7: Assessment of the Accessibility and Quality of Services

Regularly assess the accessibility and quality of language assistance services for individuals with LEP.

Element 8: Stakeholder Consultation

Consult external stakeholder communities to identify language assistance needs of individuals with LEP.

Element 9: Digital Information

Develop and implement strategies to help ensure that digital information is accessible to LEP individuals.

Element 10: Grant Assurance and Compliance

Help ensure that extramural grant recipients are aware of their obligations under Title VI of the Civil Rights Act of 1964 and implementing regulations, as well as applicable grant policies related to language access and program accessibility.
