Formal Complaints Specialist

Leona W. Bedrossian serves as a Formal Complaints Specialist in the Resolutions and Equity Division at the National Institute of Health (NIH). She comes to NIH with 12+ years of federal service, where she has spent over half of her tenure working directly for four presidentially appointed directors at both the National Institute of Standards and Technology (NIST) and at the Pension Benefit Guaranty Corporation (PBGC). She has spent the other half of her career on the programmatic side. She most recently has been one of the driving forces for a start-up Onboarding Office at NIST, where she worked on developing and implementing a new onboarding program for federal hires and associates, helping to facilitate a two-day orientation at NIST every two weeks.

Prior to NIST, Leona helped to start-up and create standard operating procedures for the Equal Employment Office at the Consumer Finance Protection Bureau. She worked as an Analyst in the Equal Employment Opportunity & Diversity office at the Pension Benefit Guaranty Corporation, where she helped to support a model EEO and diversity program, provided oversight and leadership for Special Emphasis programs, reported on Management Directive 715, and planned and strategized training and needs assessment for program impact and awareness. She served as the Federal Women’s Program Manager and Hispanic Program Manager. Leona helped launch PBGC’s first ever barrier and trends analysis report to senior leadership where common issues and patterns in the workplace were addressed and programmatic policies and recommendations were implemented to address those matters.

Leona formerly Co-chaired the Diversity and Inclusion Committee with the Federal Asian Pacific American Council, where she helped develop the Career Development for High Performers (CDHP) mentoring program working alongside with the Director of EEO from USDA, launching and facilitating the program that is still going strong today and is open to all federal agencies to help foster the development of leaders in government.

Leona has a Master of Business Administration degree from the University of Maryland University College and a Bachelor of Arts degree in Communication from the University of Maryland, College Park.

She has always been drawn towards people’s interests and strengths, where diversity, inclusion, and employee engagement are capstones to how and why people care about what they care about.
