EEOC Regulations require that "the head of the agency shall designate… such Special Emphasis Program managers… as may be necessary to carry out the functions described in Part 1614 in all organizational units of the agency and at all agency installations” (29 C.F.R. § 1614.102(b)(4)).

Executive Order 13515, October 14, 2009, Issued by President Barack Obama – Increasing Participation of Asian Americans and Pacific Islanders in Federal Programs.

Executive Order 13339, May 13, 2004, Issued by President George W. Bush – Increased economic opportunity for, and business participation of, Asian Americans and Pacific Islanders. It improved the quality of life of over fourteen million Asian Americans and Pacific Islanders living in the United States and the U.S. and Pacific Island jurisdictions. This Order affirms and augments a prior Executive Orders, (13515, 13125 (Amended) and 13216) which established the President's Advisory Commission and a Federal Interagency Working Group on Asians Americans and Pacific Islanders.

Executive Order 13125 (Amended), June 7, 1999, Issued by President William J. Clinton – Increased participation of Asian American and Pacific Islanders in Federal Programs.

Presidential Proclamation on Asian American and Native Hawaiian / Pacific Islander Heritage Month, 2021, Issued on April 30, 2021 by President Joseph R. Biden - Designated May 2021 as AA and NHPI Heritage Month.

Congressional Law, Pub. L. 102-450, October 23, 1992 – Permanently designated May of each year as Asian/Pacific American Heritage Month.

Congressional Resolution, Pub. L. 102-42 - Passed unanimously by Congress and signed by President George W.W. Bush on May 14, 1991. Law requested that the President proclaim May, 1991 and May, 1992 as Asian/Pacific American Heritage Months.

Congressional Resolution, Pub. L. 101-283, May 9, 1990 - To expand Asian/Pacific American Heritage month from a week-long celebration to a month-long celebration.
